German-Czech Future Fund and German-Czech Discussion Forum

As an inter-state institution, the German-Czech Future Fund is a specific outcome of the German-Czech Declaration of 21 January 1997. Planned for a term of ten years, it was set up on 29 Dec. 1997 as a fund under Czech law domiciled in Prague. In response to the exceptionally favourable experience gained in the past, both Chancellor Angela Merkel and Prime Minister Jiri Paroubek have advocated continuing the fund beyond 2007 and the arrangements are currently being negotiated at expert level.

The joint fund is used to promote projects for youth and school exchange, cultural encounters, assisting minorities, town twinnings and maintaining and refurbishing historical monuments and graves. The object and purposes of the fund are stipulated in its statutes. To finance its tasks, the Future Fund received from both governments a total of EUR 84 million, some EUR 71 million of which from the German side. The eight parity members of the Board of Directors decide on granting project funds. They are appointed by the foreign ministers of both countries for a period of two years. The fund also finances the Czech-German Discussion Forum. At its annual conferences held alternately in Germany and the Czech Republic, the Forum discusses current issues in bilateral relations as part of the two countries’ partnership in the European Union. The conference agendas are prepared by an advisory board grouping ten German and ten Czech members for a term of two years.

Project support is mostly allocated in the form of grants. Purely business or trade enterprises are not supported, nor are grants offered to cover ongoing maintenance costs. The projects which receive support are mostly from applicants bearing a large part of the project costs - at least fifty percent - from their own funds and/or funds from third parties and can provide evidence of partner support from the German or Czech side.
