Political relations

Sudan has been afflicted by civil war and humanitarian and especially human rights crises for 20 years. The international community tries to help stabilize the situation by mediating between the hostile parties and providing massive humanitarian aid. Germany does not belong to the international observer group that supports negotiations between the southern rebel movement SPLM and Khartoum in Naivasha, but it provides financial and political help to the North-South peace process under the auspices of the EU and UN. The German government has taken a leading role in the Darfur conflict and is among the most prominent critics of the brutal actions against the civilian population by the Sudanese armed forces and the militias (so-called Janjaweed) supported by the Sudanese government. Foreign Minister Fischer has personally pressed for the appointment of an independent commission of enquiry and for the referral of the Darfur crimes to the International Criminal Court. The German government has also made explicit appeals to the Darfur rebel movements.

As one of the largest donors worldwide, Germany has contributed over EUR 50 million to the international relief action to support over 2 million displaced persons. As a member of the UN Security Council, Germany has advocated rapid reinforcements for the peacekeeping African Union Mission (AMIS) and supported it with funding, materials, personnel and logistics (transport of 196 Gambian soldiers by the Federal Armed Forces to Darfur in December 2004). Federal Minister Fischer and State Minister Müller travelled to Khartoum on 11/12 July 2004 to convey their demands to the Sudanese government in the Darfur conflict. State Minister Müller also travelled to Darfur on 13 July 2004. At the meeting of the United Nations Security Council on Sudan she met with the Sudanese Vice-President Taha in Nairobi for talks on 19 November 2004. At the Oslo donors conference on Sudan on 11 April 2005, she pledged to continue German humanitarian assistance for Sudan and also made plain that relations with the Sudanese government cannot return to normal as long as the violence in Darfur continues under the responsibility of the Sudanese government and the demands of the UN Security Council are not met.
