Political relations

Political relations are friendly and based on trust. In July 2003, German Parliamentary Speaker Wolfgang Thierse travelled to Bolivia to discuss stepping up cooperation between the two countries’ parliaments and contacts have indeed increased much since then.

 

Economic relations

After a continuous decline in Bolivian exports to Germany from 1995 to 2002 (from USD 57.076 million to USD 6.915 million), exports rose again in 2003 to USD 11.987 million and to as much as USD 19.4 million in 2004. There has also been a stabilization in Bolivian imports from Germany. Having shrunk from USD 71.191 million in 1995 to USD 29.806 million in 2002, they grew again in 2003 to USD 30.108 million and USD 35.2 million in 2004. Bolivia's main exports to Germany are coffee, tropical fruits, alpaca products and tin. A double taxation accord has been in force since 1993 and an investment protection agreement since 1990.

Development cooperation

Bolivia – South America’s poorest country – is a priority partner of German development cooperation and currently the largest per-capita recipient of assistance in the region. It features prominently in Germany’s Programme of Action 2015 aimed at halving global poverty

The funds committed attest to the priority accorded Bolivia in German development cooperation. Since the 1970s, EUR 956 million have been pledged. In the 2003 intergovernmental negotiations, a new commitment of EUR 51 million was made, making Germany the third-largest bilateral donor after the US and Japan.

German development cooperation is geared to medium-term and long-term structural reform and is explicitly aimed at reducing poverty, which is why it supports the Bolivian government’s efforts to make significant inroads into the percentage of poor people by the year 2015. The priorities are state modernization (administrative and judicial reform, including the participation of civil society), drinking water supply, sewage disposal and sustainable agriculture.

In development cooperation, debt relief as part of the HIPC II initiative (HIPC = Highly Indebted Poor Countries) plays an important role for Bolivia, which suffers from a chronic budget deficit. Under the HIPC agreements, the money made available will go to the municipalities and the national budget appropriation to combat poverty. On 1 May 2002, Germany rescinded Bolivia’s entire accrued bilateral debt up to 1 July 2001 amounting to approx. EUR 347 million, a sum well beyond the target agreed in HIPC II.
